Research on the Influence of Innovation Environment on Innova⁃ tion Efficiency of High-tech Enterprises
——A Configuration Analysis Based on Multi-temporal QCA

Abstract: As the core carrier of innovation-driven development, the improvement of the inno⁃ vation efficiency of high-tech enterprises is crucial to the economic high-quality development. The innovation environment covers multi-dimensional elements such as policy, market, and tal⁃ ent, which are the key conditions affecting the innovation activities of high-tech enterprises. This study aims to reveal the dynamic interaction mechanism between the elements of the inno⁃ vation environment, analyze the influence paths of different element configurations on the inno⁃ vation efficiency of high-tech enterprises, provide theoretical support and practical guidance for optimizing the innovation environment of high-tech enterprises and enhancing the innovation ef⁃ficiency, and help China's high-tech enterprises realize the continuous improvement of innova⁃ tion ability in the complex dynamic environment. Based on the dynamic configuration perspec⁃ tive, this study constructs an analytical framework of "government-market-enterprise" internal and external environments synergistically influencing the innovation efficiency of high-tech en⁃ terprises, takes 397 listed high-tech enterprises as research objects, and comprehensively uti⁃ lizes the Malmquist index model and the multi-temporal QCA method, to explore the multiple concurrent influences and driving path evolution of the innovation environment on the innovation efficiency of high-tech enterprises. The results show that: ①The overall innovation efficiency of China's high-tech enterprises has declined during the sample period, and the low technological progress index is the main constraint. ②A single environmental factor does not constitute a nec⁃ essary condition for the high innovation efficiency of high-tech enterprises, but the synergistic linkage of government, market, and enterprises can form diversified environmental configura⁃ tions for high innovation efficiency. ③From the perspective of configuration, the environmentdriven path of high innovation efficiency of high-tech enterprises presents dynamic evolution characteristics. In the first period, there are three equivalent driving paths, namely, internal tal⁃ ent and asset driving external type, talent and foreign investment internal and external interac⁃ tion type, subsidy and asset double-wheel driving type, and in the second period, there are three equivalent driving paths of enterprise-led & government-empowered, enterprise market-led & government-assisted, and enterprise-led & market-helped. The configurations show a "domi⁃ nant trajectory" of gradual enhancement and complexity, and exhibit a trend of evolution from factor-driven to organization-driven, in which the effectiveness of the enterprise's internal environment-led innovation mechanism is increasingly significant. ④ From the perspective of variables, environmental factors present a variety of evolutionary trajectories in the two time peri⁃ ods. Science and technology subsidies, foreign investment, employee potential, enterprise size in the form of a combination of variables presents a "mixed trajectory", in the form of a single vari⁃ able presents a "dominant trajectory", reflecting the complex evolution of environmental factors; R&D investment presents an "evolutionary trajectory", indicating the importance of continuing to stimulate the endogenous motivation of enterprise innovation. Finally, based on the above con⁃ clusions, this study puts forward countermeasure suggestions in three aspects: comprehensive ac⁃ tivation of enterprise innovation potential, continuous optimization of enterprise innovation envi⁃ ronment, and improvement of the effective collaborative innovation model among the govern⁃ ment, market, and enterprises.
