Research on the Implementation Path of the New Nationwide Sys⁃ tem for Science and Technology Innovation

Abstract: Under the background of the accelerated evolution of the new round of technologi⁃ cal revolution and industrial transformation, coupled with the competition in science and technol⁃ ogy among major countries, fully leveraging the advantages of the new nationwide system of sci⁃ ence and technology innovation is not only a strategic choice to break through external techno⁃ logical barriers, but also a fundamental guarantee for achieving technological self-reliance and  self-improvement. This article comprehensively uses attribute enumeration method, form combi⁃ nation method, and deduction analysis method to explore the main connotations, application ar⁃ eas, and contemporary significance of the new nationwide system of science and technology inno⁃ vation. It describes the historical evolution, practical achievements, and practical problems of  this system in China, and proposes optimization paths. Since the founding of the People's Repub⁃ lic of China, this system has undergone three stages of transition: planned economy, reform and  opening up, and development in the new era, and has achieved significant results. However, the  operation of the system still faces problems such as inadequate legal and institutional guaran⁃ tees, an urgent need to improve the adaptability of organizational forms, a lack of more efficient  and sustainable operating mechanisms, and insufficient efficiency in coordinating scientific and  technological resources. It is necessary to optimize the path from four dimensions: legal guaran⁃ tees, organizational models, operating mechanisms, and element support. In terms of legal guar⁃ antees, it is necessary to promote the institutionalization and standardization of key links and  fields to build a good ecological environment and promote the generation of new elements and ca⁃ pabilities for tackling major scientific and technological tasks. In terms of organizational model, the support and guidance advantages of the system should be utilized in different fields, and a  technology research and development organizational model should be constructed in a staggered  manner. In terms of operational mechanisms, we should continue to build long-term mechanisms  such as central local collaboration, subject collaboration, international cooperation, and risk pre⁃ vention. In terms of element support, we should strengthen the support for key talents, accelerate  the cultivation of young scientific and technological talents, and create a strategic innovation  platform or experimental zone for the integrated development of education, science and technol⁃ ogy talents; we should enhance data and facility support, coordinate the planning of data centers, break down regional "data barriers", and optimize the construction, renovation, and sharing of re⁃ lated facilities; we should accelerate technological and financial innovation, and guide social  capital such as angel investment and emerging industry parent funds to focus on major techno⁃ logical innovation activities.
