Research on the Configuration Path of Innovative Talents Driving  Urban New Quality Productive Forces

Abstract: The inherent requirement of new quality productive forces is innovation, and the  core element of innovation lies in talent. This paper takes traditional industries, strategic emerg⁃ ing industries, and future industries as the vehicles of new quality productive forces, constructs the theoretical framework of innovative talents driving new quality productive forces from the  perspective of talent agglomeration, and uses the fsQCA method to identify and explore the vari⁃ ous talent agglomeration mode of developing new quality productivity according to local condi⁃ tions in 58 representative cities in China. The results show that: First, the eight conditional fac⁃ tors influencing the effectiveness of innovative talents significantly contribute to the upgrading of  urban traditional industries, the growth of strategic emerging industries, and the cultivation of fu⁃ ture industries. However, no single factor serves as a necessary condition for supporting highlevel technological innovation. Second, from the perspective of talent type, vertical talent agglom⁃ eration is the main mode of realizing high-level industrial technological innovation. From the  perspective of talent agglomeration motivation, the matching mode of innovative talent agglom⁃ eration and talent ecological environment is diversified. Third, in comparison to the core condi⁃ tions of technological innovation, the cultivation of future industries is more demanding than the  other two "vehicles". Fourth, most provincial capitals and municipalities, such as Beijing, Shang⁃ hai, and Hangzhou, are representative cities to realize the high-level development of the three  "vehicles" of technological innovation. The ecological environment of high-quality talents sup⁃ ports the agglomeration of various types of talents, to give full play to the efficiency of talents and  promote innovation. The research results offer valuable insights for decision-making aimed at ac⁃ celerating the formation of urban new quality productivity and effectively implementing talent  strategies.
