Point·Line·Surface·Body: A Four-dimensional Approach to Ac⁃ celerate the Formation of New Quality Productivity

Abstract: New quality productivity is a new form of productivity injected with the catalyst of scientific and technological innovation to improve quality and speed up growth and promote the integration of high-end industries. Accelerating the formation of new quality productivity is a practical need to promote the high-quality development of the economy and an inevitable choice to cope with the fierce international competition. The holistic analysis based on the thinking mode of geometry "point-line-surface-body" can provide important insights for the study of ac⁃ celerating the formation of new quality productive forces in practice. First of all, focuses on the "point", focusing on the development of new quality productivity by grasping the three focus points of scientific and technological innovation, industrial development and talent cultivation. Take science and technology innovation as the core engine, strengthen the original innovation of technology, transform science and technology into industrial carriers, and provide important sup⁃ port for innovative science and technology and modern industrial system with talents. Secondly, extend from the "line" to promote the deep integration of innovation chain, industrial chain, capi⁃ tal chain and talent chain. Deploy the innovation chain around the industrial chain, take indus⁃ trial demand as the origin, realize the breakthrough of core technology, and boost the industrial upgrading; deploy the industrial chain around the innovation chain, promote the transformation of scientific achievements, and form emerging industrial clusters; improve the capital chain around the innovation chain, cooperate with the innovation chain and the links of the industrial chain with the capital chain, and give the effective supply of funds to the key areas and weak links of scientific and technological innovation and industrial development, in order to success⁃ fully complete the life cycle of the innovation chain and the industrial chain; matching the talent chain around the innovation chain and the capital chain, cultivating a high-level talent team ori⁃ ented to the needs of cutting-edge technology fields, and forming a talent cluster effect through the perfect industrial system, to improve the funding for technological innovation of researchers. Enhance the role of funds in stimulating technological innovation for researchers. Once again, ex⁃ panding from the "surface", and expanding the scope of radiation while improving the quality of new productivity. Relying on regional advantages, develop new quality productivity according to local conditions; digital green transformation and the deep integration of the industrial system, to promote the new quality productivity of scientific and technological innovation and industrial transformation of the direction; improve a new type of national system, organically combine gov⁃ ernment, market and community, integrating resources and providing institutional safeguards for the formation of the new quality of productivity. Finally, from the "body" on the synergy, based on the global vision, for the formation of new quality productivity to create a favorable interna⁃ tional environment. Continuously expanding the high level of opening up to the outside world, making full use of the two domestic and international markets, accumulating resource advantages and talent advantages for the formation of new quality productivity; deeply docking international economic and trade standards, expanding the global free trade network of high standards; promot⁃ ing the reform of the global governance system, and promoting the construction of a high-quality community of destiny of mankind in exchanges and cooperation with other countries in the world. In the face of the complex domestic and international environments, China should continue to achieve scientific and technological self-reliance, promote industrial upgrading, improve the governance system, and strengthen talent cultivation to seize the commanding heights of eco⁃ nomic development in the future.
