The Evaluation Path of Potential High-Value Patents from the Perspective of Patent Duration

Abstract:As an important product of technological innovation, high-value patents have be⁃ come a key factor in promoting social and economic development and enhancing corporate com⁃ petitiveness. In recent years, with the rapid evolution of technological industry transformation, China has produced a large number of patent achievements. However, the conversion rate of pat⁃ ent achievements is not high, and low value patents occupy a large amount of resources, failing to play a role in promoting industrial upgrading. In this context, the Chinese government is in⁃ creasingly valuing intellectual property construction and continuously implementing multiple policies to deepen the implementation of patent quality improvement projects. At present, im⁃ proving the screening criteria, evaluation paths, and cultivation system for high-value patents has become an important issue of national concern. The duration of a patent is an important indicator of the operational performance of the patent system, which can directly reflect the degree of protection of the patent system for innovative entities and its ability to stimulate innovation vital⁃ ity. A longer patent maintenance period helps encourage innovative entities to invest more in re⁃ search and technological innovation, thereby promoting economic development and social prog⁃ ress. Therefore, the reasonable setting and management of patent maintenance period is not only beneficial for protecting intellectual property rights, but also has a positive effect on promoting technological innovation and industrial upgrading. Therefore, from the perspective of patent du⁃ ration, this study constructs a patent evaluation index system based on four dimensions of technology-economy-law-strategy. It uses the IncoPat patent database as the data source for data retrieval, classifies high-value patents according to the high-value patent evaluation stan⁃ dards of the China National Intellectual Property Administration, then calculates the duration of invalid patents of high-tech listed enterprises in Zhuhai from 2003 to 2022, and uses it as a training set for training in-depth learning models. Finally, effective patents are used as a test set for evaluation and analysis of potential high-value patents. After calculating accuracy, macro av⁃ erage precision, macro average recall, and macro F1 score, it was found that the evaluation model constructed in this study can effectively complete high-value patent evaluation tasks. The experimental results indicate that the duration of a patent is closely related to its value, and pat⁃ ents with a longer duration often have higher technological content and stronger commercial com⁃ petitiveness. The evaluation results of valid patents for high-tech listed enterprises in Zhuhai show that the number of high-value patents for high-tech enterprises in Zhuhai is relatively small, with most patents being ordinary patents and minor patents. The focus of Zhuhai's highvalue patent layout includes wireless communication networks and electronic digital data pro⁃ cessing fields. When evaluating potential high-value patents, governments and enterprises should focus on the duration of the patents and conduct comprehensive evaluations based on fac⁃ tors such as patent content, technological fields, and market demand. At the same time, efforts should be made continuously in the creation, application, and protection of high-value patents to improve the commercialization success rate of innovative achievements and promote their market transformation, thereby promoting sustainable economic and social development.
