An Analysis of the Evolution of China's Strategic Emerging Indus⁃ try Policy: the Perspective of Policy Mix

Abstract: From the perspective of policy mix theory, the paper analyzes the evolution and de⁃ velopment context of China's strategic emerging industry policy in three stages: strategic deploy⁃ ment period (20092015), supporting development period (20162020) and overall integration  period (2021 to the present). Through quantitative analysis of policy texts, the paper reveals the  evolution characteristics of policy objectives and policy themes of China's strategic emerging in⁃ dustries. This paper finds that the policy tools of China's strategic emerging industries mainly fo⁃ cus on the purpose of system and technology push, and policy themes such as intellectual prop⁃ erty rights, mechanism and system construction, and industry norms. Furthermore, this paper  points out that there are some problems existing in the current policy system, such as insufficient  attention to demand-pull policy instruments and too concentrated policy themes, and therefore  puts forward corresponding countermeasures and suggestions. This paper mainly uses two quantitative analysis methods: keyword extraction and topic ex⁃ traction. Keyword extraction is based on TF-IDF and TextRank algorithms. The topic extraction  part is based on the LDA model, which summarizes the text information and reduces the analysis  dimension through classification. This paper reveals that in the strategic deployment period  (20092015), China's strategic emerging industry policy system focuses on the application of  system instrument, the establishment of basic policy framework and planning of development di⁃ rection, and the optimization and upgrading of industrial structure. In the supporting develop⁃ ment period (20162020), China's strategic emerging industry policy system focuses on the ap⁃ plication of technology-push and system instrument mix, focusing on industry norms and infra⁃ structure construction, stimulating enterprise vitality and creativity, and promoting rapid indus⁃ trial growth. In the overall integration period (2021 to the present), China's strategic emerging in⁃ dustry policy system further emphasizes the combination of technology-push instruments, high⁃lights policy themes such as intellectual property protection and institutional construction, and  promotes the transformation of industries to high-quality development, reflecting the country's  great importance attached to intellectual property protection and coordinated industrial develop⁃ ment. China's strategic emerging industry policy system has made some achievements in promot⁃ ing industrial development, but there still exists problems such as insufficient attention to  demand-pull policy instruments and too concentrated policy themes. In response to the above  problems, future policy formulation should adhere to a systematic perspective, comprehensively  consider demand-pull, technology-push and systematic policy instruments, establish a commu⁃ nication platform for the government, enterprises, social organizations and other stakeholders, ne⁃ gotiate and regulate the behavior of all parties, so as to reduce the negative impact of inconsis⁃ tent interests on industrial development. In conclusion, through in-depth analysis of the develop⁃ ment process of China's strategic emerging industry policy, this paper points out the existing  problems in policy design, and provides relevant references and suggestions for further optimiz⁃ ing the policy system and promoting the high-quality development of strategic emerging indus⁃ tries
