A Quantitative Analysis of the Policy Text of Scientific and Tech⁃ nological Talents in China from the Perspective of Policy Tools

Abstract: Since the release of the 2011 National Medium-and Long-term Plan for the Development of Scientific and Technological Talents (20102020), the party's 20th National Congress Report has placed equal emphasis on education, science and technology, and talent, for the first time,"education, science and technology, talents are the basic and strategic support for the overall construction of a modern socialist country". In this context, the scientific research on the policy of scientific and technological talents is deepening day by day, and the systematic construction and holistic analysis of the policy of scientific and technological talents has become a hot topic of research. As a kind of comprehensive and complicated talent policy, science and technology talent policy involves different stages of talent management, and it also involves the design and collocation of various policy tools within the policy. A comprehensive survey of our country's policy text of scientific and technological talents can explore the characteristics and tendencies of the choice and disposition of policy tools for the management of scientific and technological talents, and be able to see its shortcomings. And what are the characteristics of our country's science and technology talents policy in the choice and combination of policy tools? And what are the drawbacks? This is the main problem that this article explores. Therefore, based on the perspective of policy tools, this paper uses content analysis research methods to analyze the content of 68 science and technology talents policies published at the national level since the release of the 2011 National Medium-and Long-term Plan for the Development of Scientific and Technological Talents (20102020) and 2023 on August 31. According to the content analysis method, this paper constructs a two-dimensional analysis frame of X dimension: policy tool-Y dimension: elements of the system of developing scientific and technological talents. And according to the method of "policy serial number-text sectionpolicy clause serial number", the policy texts are coded one by one, and the policy tools and elements of the system of developing scientific and technological talents are identified and classified, to form a sample code table of science and technology talents policy. With the help of the qualitative analysis software MAXQDA, this paper discusses from five aspects: the overall description of the text, the social network analysis, the policy instruments dimension analysis, the factor dimension analysis of the science and technology talent development system, and the cross-analysis between the policy tool and the science and technology talent development system. On this basis, we draw the policy tool selection and combination characteristics of our country's science and technology talents policy, and sum up its shortcomings. The results show that the effectiveness of the policy of scientific and technological talents in our country needs to be improved, the main body of the policy involves more but the cooperation is insufficient, the policy tools are widely distributed but the internal structure is not balanced. Based on this, this paper puts forward three possible suggestions for optimizing the policy of scientific and technological talents in our country in the future. One is to strengthen the cooperation among the departments concerned with science and technology, education and talents, the other is to coordi nate and regulate the use of the three types of policy tools for science and technology talents, and the third is to coordinate and match the policy tools with the elements of the system for the development of science and technology talents. It is expected to provide some references for the policy-making of science and technology talents in our country
