The Connotation and Characteristics, Construction Framework and Path of Modern Science and Technology Culture System in Supporting Scientific and Technological Powerhouse

Abstract: The term "science and technology culture" (STC) used in this article refers to the in⁃ terconnected cultural chain composed of scientific culture, technological culture, innovation cul⁃ ture, and intellectual property culture. "Four in one, interconnected" content system of scientific culture, technological culture, innovation culture, and intellectual property culture. The main characteristics of the modern STC system can be summarized as leading, universal, contempo⁃ rary, diverse, heterogeneous, and popular. Looking back at history, there are STC systems corresponding to the historical background behind Strong Country for Science and Technology (SCST), and the factors of STC behind SCST such as the UK, Germany, and the United States each have their own strengths. In response to the issues of ambiguity and mystery in the construction of STC that currently affect China's con⁃ struction of a strong country in science and technology , difficulty in implementing construction practices, lack of innovation and timeliness, the focus is on studying how to construct a modern STC system that supports China's SCST, as well as corresponding construction paths and carri⁃ ers. This is an important aspect that has been overlooked in the current construction of the strong country in science and technology. Through the construction of the STC, explore feasible paths and implementation methods and plans to promote the modernization of China's technological and cultural development, so as to meet the practical needs of China's technological innovation, creation, and entrepreneurship development, keep up with the pace of accelerating the expansion of emerging technological gov⁃ ernance, and meet the internal requirements of China's construction of a SCST. The content of STC mainly includes two aspects: firstly, the relationship between STC and general social cul⁃ ture, and secondly, the development of STC itself. It can be said that for the support of the STC system in China's construction of a SCST. The former is the cultural external factor of the SCST, that is, the impact of cultural environment on technological innovation; The latter is the internal cause of the SCST, which is what kind of cultural system is needed to ensure technological inno⁃ vation itself. This article focuses on the latter. Optimizing and improving China's modern STC system should start with four major con⁃ tents and four forms of expression. Modern STC includes four major content systems, namely the spirit system of scientific and technological innovation, the knowledge and methods system of sci⁃ ence and technology, the value system of science and technology, and the ethical and moral sys⁃ tem of science and technology; The four manifestations of modern STC include a culture of scien⁃ tific and technological resilience with tension, a culture of diverse and harmonious technological symbiosis, a culture of reform and innovation in technological systems, and an industry oriented technological and economic culture. It is suggested that in the practice of promoting the construc⁃ tion of a SCST, the central government should issue overall guidance on the construction of STC to support the construction of SCST. The study proposes six paths for the construction of the STC system: learning from the experiences of developed countries and strengthening theoretical inno⁃ vation in China's scientific and technological culture; strengthening scientific and technological education and dissemination, and enhancing the level of coordinated development of the scien⁃ tific and technological cultural chain; highlighting the carrier role of various innovative entities and deepening the implementation strategy of scientific and technological culture; deepening the reform of the scientific and technological system and mechanism, and promoting the institutional innovation of scientific and technological innovation institutions; deepening the integration of the innovation chain and the technology culture chain, and fully integrating the value of technology and culture; strengthening the consensus of a community of scientific and technological cultural beliefs, and gathering traditional scientific and technological cultural resources.
